Investigator at the Swedish Health and Social Care Inspectorate (IVO)
Do you want to make a societal impact and contribute to safer care and support by developing state supervision and licensing processes? The Swedish Health and Social Care Inspectorate (IVO) is growing and needs to expand its team with investigators for the licensing department.
About the Job
You will be part of a unit where the main tasks involve conducting ownership and management assessments of entities seeking licenses to operate under the Social Services Act (SoL), the Act on Support and Service for Certain Disabled Persons (LSS), and dental care (PSL). IVO's licensing process is based on the state’s core values and should be characterized by clarity, credibility, integrity, efficiency, and good service.
Your main tasks as an investigator will include:
- independently processing applications based on a risk-based approach
- writing proposals for decisions
- assessing the suitability of company representatives
- investigating the financial conditions of companies
- investigating whether company representatives have relevant and sufficient knowledge and experience
Our agency is currently in an exciting phase of change and development work. Therefore, it is essential that you enjoy and want to work in a changing environment. We believe you have the willingness and interest to contribute to the development work within the unit and in cross-agency collaborations.
The positions are permanent with a six-month probationary period, flexible working hours, and based in Stockholm or Malmö. Travel may occur as part of the job.
Qualifications
We are looking for someone who has:
- a degree in social work, economics, law (LL.B.), political science, or another relevant academic qualification deemed equivalent by the employer
- at least 5 years of current work experience in qualified investigative work within the relevant area for ownership and management assessments
- experience writing decisions, reports, and/or summary texts based on laws and regulations
- excellent command of the Swedish language, both spoken and written
To succeed in this role, you should have good analytical skills, meaning you can understand cases from different perspectives and can review and analyze cases objectively and factually. You should be able to prioritize and structure tasks. The work is performed both independently and in close collaboration with others. Therefore, you need to have good collaboration skills and confidence in your delivery and decisions. The workload and priorities can sometimes change quickly, so it is important that you can shift focus and pace as needed.

It is considered an advantage if you also have:
- good knowledge of legislation in corporate or tax law
- experience in reviewing and analyzing company finances
- experience in work to prevent or investigate welfare crimes
- experience in licensing processes

Workplace Description
The Licensing Department is responsible for assessing licenses for individual operations under the Social Services Act (SoL), the Act on Support and Service for Certain Disabled Persons (LSS), and for certain parts of health and medical care.
Unit 3 in the Licensing Department is responsible for ownership and management assessments of entities seeking licenses to operate under SoL and LSS.
IVO contributes to safe care and support.
The mission of the Swedish Health and Social Care Inspectorate (IVO) is to contribute to care and support that is safe, of good quality, and conducted in accordance with laws and other regulations through supervision and licensing.
The agency is characterized by a strong commitment and a broad and deep knowledge and understanding of health and medical care as well as social care in Sweden. We exist for the sake of care and support recipients.
The agency has approximately 800 employees. The supervisory work is carried out at six regional departments across the country. The departments for licensing, analysis, planning and communication, and operational support are located in Stockholm, as is the director general's office.
